pest control in Lower East Side

New York Pest Control handles pests in Lower East Side tenements, East River Houses and the shops along Orchard Street. The area is a named rat mitigation zone with a long run of 1860s and 1870s walk-ups. Calls are answered 24/7, and a technician comes the same day when one is free.

The Lower East Side saw a major wave of tenement building in the 1860s and 1870s. 97 Orchard Street, now home to the Tenement Museum, went up in 1863 with 22 apartments and a basement saloon, and was later given indoor plumbing, an air shaft, gas and electricity. That story, a building altered again and again to keep up with its residents, is the story of much of the neighbourhood.

It also explains the pest map. Air shafts, added plumbing, shared cellars and shop spaces below flats all create links between units. Pests that start in one apartment can show up in the next without ever crossing a hallway, which is why we ask about the neighbours and the basement as well as your kitchen.

Streets like Orchard, Essex and Grand mix old tenements, newer housing blocks and busy shops within a few minutes' walk. A call from a Lower East Side address may therefore come from a six-storey walk-up, a project building or a flat over a shop, and the plan changes with each. We begin by asking what kind of building you live in and whether you share a cellar or roof with anyone.

What did the 1901 tenement law change inside Lower East Side buildings?

The New Tenement Law of 1901 required larger lots, fire escapes and private facilities, according to the Landmarks Preservation Commission. Buildings put up before the law had to be altered over time, and those alterations added shafts, pipes and openings to walls that were never designed for them.

None of that means a particular pre-1901 building has a particular pest. It does mean that cut-through holes for pipes, boxed-in plumbing and old chimney breasts are common places to look. A technician checking mouse control needs to see those spaces, not just the kitchen floor.

A building from the 1860s or 1870s may have had gas, plumbing and electricity added in stages, as 97 Orchard Street did. Every stage cut through a floor or wall, and later patches were not always airtight. When we check for mice, we look at the places those cuts ended up: behind radiators, under baths and inside kitchen cabinets.

How is the Lower East Side's rat mitigation zone different from a citywide problem?

The Lower East Side is one of eight named rat mitigation zones, alongside the East Village, Chinatown and Harlem in Manhattan. Fox 5 New York reported that the city picked zones from 311 complaints and promised more enforcement against properties that fail inspections, plus free rat workshops from the Department of Health.

On a block level, the visible levers are trash and access. Residential buildings of one to nine units have had to use lidded bins of 55 gallons or less, with fines starting January 2, 2025, and businesses have had their own rules since 2023 and 2024. Rules for larger buildings were not part of what we could confirm, so ask your owner or managing agent what applies.

A resident cannot see most of this, and does not need to. What helps is a list of where you heard noises, the time of night, and whether neighbours have mentioned anything. That list gives a technician a place to start, and it saves time in a building with many flats.

How do East River Houses and the blocks around them affect pest calls?

East River Houses replaced the Corlears Hook slums and was the first New York City project to qualify for Title I slum clearance funds, according to CityRealty. It sits among older tenement blocks, so calls here can come from a very different building type than a walk-up three streets west.

A larger building, with common hallways, shared trash rooms and many apartments, needs coordination more than any single treatment. Our multi-unit building pest control visits typically start with the common areas, then the units that reported signs. The same goes for a managing agent weighing a bulk visit across floors.

A property with a bar or shop at street level may have its own trash rules and its own pest history. If the business is on the same pipe line as your kitchen, ask the owner whether the shop has a service and who to contact. A common contact makes it easier to align visits.

What can renters on Orchard Street and nearby streets ask about bed bugs?

Owners of multiple dwellings file an annual Bedbug Annual Report with HPD between December 1 and December 31, covering November 1 through October 31. Under Local Law 69, they also have to share written bed-bug history with tenants each year, and give a vacancy-lease tenant a notice of the property's history.

If you are about to sign a lease, ask for that notice. If you already live here and find bites or small dark stains on a mattress seam, tell the owner in writing and call. Bed bug treatment in a tenement often involves the flats on either side, since bed bugs commonly spread between neighbouring units.

Keep copies of messages to the owner or agent, and photos of anything you see. Owners must also file the annual report, so tenants who ask about bed-bug history are asking a normal question, and a clear answer is part of the notice owners must give.

One call and it gets handled.

Most service in Lower East Side calls are scheduled the same day when a technician is free, and you approve the price before any work starts.

    What homeowners notice
Tenants in a tenement-era walk-up often report roaches in kitchens and bathrooms that line up floor over floor, with new ones appearing even after an apartment has been cleaned.
    What we do
The technician inspects the kitchen and bath stacks, places gel bait in cracks and around pipe penetrations, and asks whether the units above and below can be treated at the same time, since roaches often move through shared walls.
    What to expect
The written report lists which apartments were treated and what follow-up is advised, and the tenant has a document to give the owner or managing agent.

    FAQ

    Lower East Side FAQs

Do you treat Tenement Museum-era buildings differently?

A technician does not change the goal, but pays more attention to old shafts, cut-through pipe holes and plaster gaps. Work is explained first and the price is approved before treatment.

My landlord says the mice are my problem. Is that right?

The Housing Maintenance Code puts a duty on owners to take reasonable measures to keep premises pest-free. Write to the owner or agent, keep copies, and call 311 if it is not fixed. We cannot give legal advice.

How soon can someone come to a Lower East Side address?

Phones are answered 24/7, and visits are scheduled the same day when a technician is free. We cannot guarantee a time. Give your cross streets and floor to help planning.

Does a lidded bin help if mice are already inside?

Bins reduce what rats find outside, which is useful. Mice already in walls need entry points closed and food sources reduced indoors. Both outdoor and indoor steps matter.

Do I need to be home for a visit?

Usually yes for the first visit, or a managing agent must give access. A technician needs to see kitchens, bathrooms and under-sink spaces, and explains findings before treatment.
